REFERRAL RULES MODIFICATIONS IBEW International President, Edwin D. Hill, has recently issued new language which Local Unions may use to modify their referral procedure. Therefore, effective February 1, 2006, the following changes to the referral rules will be implemented:
1. Job turn downs will only apply to the top 25 persons on the available-for-work list. Only this group will receive strikes for a job turn down. If a call goes beyond the top 25, it can be turned down by any registrant on the list who is not in the top 25 without those persons receiving a strike. The top 25 will be calculated on a weekly basis regardless of zone indication and will be indicated on the job line recording and web site according to registrant's bid number. The top 25 will be calculated after normal dispatch hours on Friday for the following week. Strikes will continue to be given by zone indication only. 2. Registrants who are rolled with three strikes will no longer be required to sign the list in person, but will be automatically rolled to the bottom, issued a new bid number and be notified by mail. 3. All required procedures for confirming will still have to be adhered to. The individual will be subject to being rolled off the book if he / she fails to follow the required confirmation procedure and must re-register in person.
GROUP 1 REQUIREMENT MODIFICATION Due to the current and recent economic situation and long periods of unemployment, effective January 1, 2006, the following modification to the Inside Referral Procedure shall temporarily be enacted: GROUP 1 . . . . . . and who have been employed performing electrical work for a period of at least six months in the past four years in the geographical jurisdiction of I.B.E.W.
